The critical damage/healing, as already explained by others, is another effect of this trinket, in place of a crit rating increase. If you have low item level gear or balanced secondary stats, this trinket won't do much for you. Thus this trinket works best for single-stat focused specs like arcane mages. The trinket only uses your secondary stats to determine the amplification, ignoring anything that doesn't touch ratings. If you have 18000 haste (42%), you gain 1260 haste, or just about 3%. This means at 10000 haste, you gain 700 haste, or just under 2%.
